(BGO) – A delegation of the Ministry of Information and Communications led by Minister Nguyen Manh Hung, who is also member of the Party Central Committee, deputy head of the Party Central Committee’s Commission for Information and Education, and Vice Chairman of the National E-Government Committee, paid a working visit to Bac Giang province on March 17.
Welcoming the delegation were Duong Van Thai, member of the Party Central Committee, Secretary of the provincial Party Committee and Chairman of the provincial People's Council; and Le Anh Duong, Chairman of the provincial People's Committee.

At the working session, the Ministry of Information and Communications gave 12 recommendations and eight problems that the province should focus on solving. Important solutions must be on infrastructure investment, specialized networks, cloud computing, shared applications connected to national data, and sharing of the provincial data...
Districts and city as well as communes, wards and townships need to share their data platforms with the province, implement services to support businesses and people; and solve problems arising in the reality. At first, the province may implement digital transformation in production, supplying and traceability of agricultural products, right in the lychee crop 2021; building e-government and fighting the pandemic. Relating to contents on digital transformation as well as difficulties facing the localities in the implementation process, the Minister of Information and Communications and members of the working delegation clarified them and gave specific solutions.
Chairman of the provincial People's Committee Le Anh Duong and Deputy Minister of Information and Communications Nguyen Huy Dung signed a cooperation programme on digital transformation.
Opinions delivered at the event focused on defining the roadmap of persuading local residents to use smartphones, a necessary condition to realize digital transformation; provide digital addresses and install high-capacity transmission lines for customers… The province should pilot digital transformation in secondary education in two districts in the form of digital teaching. In the health sector, digital transformation will help patients connect with leading experts and doctors for health care and consultations on treatment methods.
To soon implement this scheme, the Ministry of Information and Communications and the provincial People’s Committee signed a cooperation programme on digital transformation with nine tasks, including providing consultancy and support for the province in policy making; implementing a set of tools to prevent the spread of diseases; speeding up the implementation of online public services at levels 3 and 4; connecting and effectively exploiting national databases; developing e-commerce in the locality; promoting remote education in disadvantaged areas; supporting digital transformation in small- and medium-sized enterprises; carrying out the digital transformation models at communal level; assisting training to improve the quality of human resources serving digital transformation in the province.
Speaking at the event, Minister Nguyen Manh Hung analyzed and clarified some related issues. He mentioned many contents relating to digital transformation that Bac Giang can apply. In particular, the heads of agencies at all levels must be the leaders in the process. The Ministry of Information and Communications asked the province to select specific models to support the implementation of digital transformation. If Bac Giang takes the lead in technology application and use of new digital platforms, it will hold advantages, with technologies to be perfected right in the province. Provincial leaders need to set goals and problems for technology businesses to solve, thus meeting the development requirements of the province.
The minister stressed that for successful digital transformation, it needs the engagement of people, authorities, experts and businesses. The ministry is ready to help Bac Giang in choosing digital platforms, with effective application, reasonable cost and reputable suppliers. The province should also spend appropriate resources on digital transformation.
After listening to the opinions at the working session, Secretary of the provincial Party Committee Duong Van Thai affirmed the province's political determination on digital transformation. Immediately after this event, the provincial Party Committee will issue a thematic resolution on digital transformation, which serves as a foundation for leading the political system to drastically implement the plan. The provincial People's Committee will develop an action plan which clearly identifies what that need to be carried out. The provincial Party Committee and People's Committee will acquire recommendations by the minister and the working delegation to direct the implementation, striving for Bac Giang to be among the leading localities in the country in terms of digital transformation.
