What are the new features and key targets of Resolution 19?

The Resolution 19 specifies the opinion about agriculture, farmer and rural which is “eco agriculture, modern rural, civilized farmer”. It also affirms agriculture as national advantage, support pillar of economy while considering farmer as the subject of development with several new features of multi value integration, development of advanced farming model, green agriculture and circulation organic among others.

The Resolution works out general target to have qualified farmers and rural residents with improved spiritual and material life as the subject of development process by 2030.

In which, the farming growth rate is expected to hit 3 percent per year, the agriculture labour productivity is increased to 5.5 – 6 percen per year on average, 90 percent of communes are recognized as new style rural areas, by 2030 average income of rural people rises 2.5 to 3 times comparing to that of 2020.

What is your judgement about the achievement and obstacle in the province?

For 15 years, Bac Giang has gained dramatic changes in agriculture, farmer and rural with huge achievements in three pillars during implementation of Resolution 26 about agriculture, farmer and rural thanks to the leadership of leaders at all levels and high consensus of people.

Local agriculture sector becomes bright and prominent spot, making the province in the top leading group nationwide with various products. The farmers have better promoted their subject role with highly increased income.

However, the provincial farming is scattered with most of household business model. The production linkage is loose. The growth rate is slow and not stable. The labour productivity is not good with high production cost, low efficiency which make it hard to compete on the market.

The implementation of advanced technology standard and mechanization in producting, harvesting, processing and preserving farm produce cannot meet the export standard, especially to demanding markets.

Could you share the major tasks and solutions to bring agriculture, farmer and rural to a higher level of development in Bac Giang?

In the upcoming time, the agriculture sector will mostly consult the group of solution in the Resolution, especially raising the role, position and capability to be the master and comprehensively improve the spiritual and material life for farmers and rural residents.

One of the key factors helping Bac Giang smoothly implement Resolution 19 is that Resolution of the provincial Party Congress in tenure 2020 – 2025 and Strategy to develop agriculture in Bac Giang province till 2030, vision to 2035 defined agriculture development as the foundation to ensure socio-economic development. It also specified to build Bac Giang become key agriculture area of the nation and top province in the North by 2030.

Thus, the province always highly appreciates the impotant role of agriculture, farmer and rural in socio-economic growth.

To realize the set target, the farming sector has enhanced training of new knowledge; supplied information to people so as to gain sufficient qualification to meet new requirement; issued policies to assist farmers and rural people to accelerate the production and increase the revenue.

At the same time, agriculture production will be reorganized toward linkage acceleration mostly via cooperatives so that the farmers can together develop. Rural labours get assistance to find stable job at the living area while the province attracts more investors to rural agriculture area, develop the craft village and local products.

Now, the DARD is consulting the provincial People’s Committee to submit to the Standing Committee of the provincial Party Committee considering to issue Action Programme to specify the Resolution and focus instruction and direction in the province.

Beside, the Department has consulted about the support policies and increased the source of investment to develop and modernize the agriculture and rual infrastructure; synchronously completed the policies to facilitate investor to this sector.

China pilots to import farm produce via Kim Thanh International Road Border Gate No.2 (Lao Cai)

(BGO) – On June 27, China piloted to import Vietnamese farm produce (dragon fruit, lychee and mango) via Kim Thanh International Road Border Gate No.2 in Lao Cai province to evaluate the satisfaction for requirement of Covid-19 prevention and control.
