In order to reach the set targets, the district’s party committee and people’s committee have issued and implemented a number of resolutions, programmes, plans and schemes in different fields especially personnel renovation, administrative reform, land clearance, development of technical infrastructure and urban space expansion. The district completed the construction planning of Viet Yen urban area by 2030.
Thanks to high determination, 4 over 5 groups of criteria and 53 out of 59 sub-criteria have been fulfilled with 72.5 points. In which, many criteria achieved highest scores such as position, structure and pace of socio-economic development and average income.
After surveying, the district found the criteria group on urban infrastructure development, architecture and landscape is the hardest, which represents sustainable development and urban quality. Hence, the district highly concentrates on implementing the sub-criteria of this group of criteria.
In 2019, the total social investment capital of the district was reported at 8.4 trillion VND (362.5 million USD), up 37% compared to the same period of 2018. A number of remarkable projects and constructions have been invested to drive socio-economic development.
Accelerating the progress
Despite the high determination to fulfill the set targets, the district has encountered some difficulties on building the fourth-tier city especially in resources. Facing this situation, the district pays high attention to revising the uncompleted criteria to evaluate the advantages and disadvantages and make details plans for implementation.
The items around the central square of Viet Yen district are being completed.
Particularly for the urban health criteria, Viet Yen just reached the rate of 0.96 beds per 1,000 people while the standard requires 2.4 beds. In order to fulfill this criterion, the district encouraged construction of private hospitals in Nguyen The Nho residential area. Besides, they expanded the district’s medical centre from 2 hectares to 5 hectares with a funeral house in the hospital campus.
For the criteria on proportion of traffic road to construction land and traffic density, the district focuses on expanding the current roads while building internal roads in the urban and new residential areas ensuring the width of more than 16.5 metre according to the province’s urban development programme. In addition, they are building external roads and design of Viet Yen urban area.
In order to meet the standards of the fourth-tier city, Nguyen Van Phuong, Vice Chairman of the district’s people’s committee, Viet Yen has been planning the itinerary to invest in urban infrastructure development focusing on weak items such as traffic, water irrigation, urban green trees and other urban constructions.
Especially, the district will focus on completing the traffic infrastructure, urban green trees, medical and sport facilities while mobilizing resources to improve urban infrastructure.
These contents were clarified by the district’s party committee, people’s council and people’s committee in the public investment plan in the mid-term from 2020 to 2025 with the construction investment capital of some 5.3 trillion VND (228.6 million USD).
