(BGO) - Le Anh Duong, Chairman of the Bac Giang provincial People's Committee, said that the temporary closure of four industrial parks is a difficult decision, but the province accepts risks to keep the whole country safe.
As of the afternoon of May 18, Bac Giang became the largest Covid-19 hot spot with 507 community infections out of a total of 1,473 cases recorded in 28 provinces and cities. Chairman of the provincial People’s Committee Le Anh Duong talked about pandemic prevention and control in the province.

Bac Giang is the first province to close four industrial parks to prevent the spread of the pandemic since Covid-19 appeared in the country. How did the province calculate to make this decision?
Before coming to the decision to suspend the operation of four out of the six industrial parks, the province had a meeting with businesses to inform them about the complicated developments of the pandemic and discuss solutions. The suspension period will depend on the progress of the epidemic control, but the province’s policy is not to make it too long, which affects the production impact of enterprises.
During the temporary shutdown, the local authorities will work with businesses to redesign the epidemic prevention and control work in each factory, so that in the long run, they must adapt to live safely with the pandemic. We call on workers from other provinces to stay in Bac Giang and not to return to their hometowns at this time to avoid spreading the disease. The province has assigned the Labor Federation and groups to launch the mutual support movements to aid workers at this difficult time.
The province had to apply strong measures: from 0:00 on May 18, temporarily closing four industrial zones and imposing social distancing in Viet Yen - a key district for industrial development and three communes of Yen Dung district - where there are many housing areas for workers. From 0:00 on May 19, social distancing has also been applied in Yen Dung, Luc Nam and Lang Giang districts.
There is a comment that Bac Giang has responded slowly to the pandemic. How do you think about this?
- If the pandemic hits residential areas, we can react faster, with more choices. But this time the epidemic broke out in industrial parks of Bac Giang, which house many large factories participating in the global supply chains. Hundreds of thousands of workers from many provinces and cities across the country are working here.
Bac Giang had to calculate the time to suspend the operation of industrial parks and apply the strong measure of social distancing in a district of more than 200,000 people. It is necessary to stamp out the epidemic by strong measures, however, we should not be hurry but choose the right time.
Van Trung was the first industrial park with workers tested positive on May 8 and closed ten days later.
In the coming days, what area will Bac Giang break through to quell the pandemic in the fastest way?
- The most effective anti-pandemic weapon now is to speed up testing on a large scale. The province has completed taking samples for testing of workers in industrial zones, and part of high-risk residential areas, towards screen testing for the entire population.
The province has proposed the National Steering Committee for Covid-19 Prevention and Control and the Ministry of Health provide it with more medical equipment and supplies, including tools for testing 200,000 samples by PCR, 140,000 rapid diagnostic test kits and a number of protective equipment for hospitals treating Covid-19 patients. The ministry said it will give priority to supporting biological products for testing for Bac Giang, so this problem will be quickly resolved. Currently, the province still has enough biological products for testing.
