Bac Giang builds professional, modern administration to create motivation for socio-economic development

(BGO) - On July 1, the Bac Giang provincial People's Committee held a conference to review the implementation of the Public Administration Reform Master Programme (PARMP) for the 2011-2020 period and launch tasks for 2021-2030. Chairman of the provincial People's Committee Duong Van Thai chaired the event.

After nearly 10 years of implementing the programme, the public administration reform (PAR) targets, contents and tasks of Bac Giang have basically been completed, contributing to promoting socio-economic development, improving the business-investment environment and competitiveness of the province, and raising the satisfaction level of people and businesses for the service of State administrative agencies.

Agencies at all levels, sectors and localities have conducted many initiatives and solutions, creating positive changes and improving the efficiency of PAR.

The PAR control has been carried out regularly and promptly, with focus on reducing 25-30 percent of handling time compared to the Government regulations for administrative procedures with a time limit of 15 days or more.

The reform of State administrative apparatus organization has also been paid due attention. The quality of the contingent of cadres, civil servants and public employees has been constantly improved in terms of professional skills, politics, information technology and foreign languages.

Regarding the immediate solution, the provincial People's Committee has issued a plan to improve the PAR Index of Bac Giang province in 2020 and the following years. The province targets a high result in the provincial PAR Index, ranking among the top 20 provinces and cities nationwide.

Concluding the conference, Chairman Duong Van Thai acknowledged and praised the efforts of collectives and individual in PAR work over the past time. Besides the achieved results, he also pointed out limitations that need to be fixed soon such as delayed return of documents, people having to go to the administrative offices many times, and the untimely listing of administrative procedures in some places...

The Chairman of the provincial People's Committee emphasized that in the period of 2021-2030, Bac Giang and the whole country will enter a new stage – the stage of intensive and extensive international integration and fiercer competition. Therefore, it is necessary to synchronously deploy solutions and take advantage of opportunities to develop Bac Giang. In particular, the province must identify administrative reform as one of the tasks that need to be highly focused on to create motivation for socio-economic development.

Each sector and locality needs to select an initiative on administrative procedure reform and submits it to the provincial Department of Home Affairs before July 30 for implementation. Especially it should be considered a criterion to evaluate and classify units and their heads annually.

On this occasion, the provincial leader presented the certificates of merit to 50 collectives and individuals with outstanding achievements in implementing the PARMP for the 2011-2020 period.
