Bac Giang holds dialogues with businesses to improve DDCI

(BGO) - The improvement of the District and Department Competitiveness Index (DDCI) is an important solution to create an open investment and business environment, contributing to improving the Provincial Competitiveness Index. Being well aware of that, departments, agencies and localities in Bac Giang province have actively implemented solutions to improve this index, with priority given to holding direct dialogues with businesses to solve their difficulties, thus winning their satisfaction.

Clearly defining sub-indexes that need score improvement

Earlier this year, the province announced the scores of departments, agencies and localities for each specific indicator. In addition to the units with improving rankings, there were still many with low scores.

Enterprises evaluated eight sub-indexes in 15 departments and agencies, including transparency and access to information; unofficial expenses; time costs; fair competition; business support; legal institutions and security-order; dynamism and creativity; and leadership role.

According to the provincial People's Committee, many departments, agencies and localities got low total scores, especially in the business support sub-index, because their heads were yet to raise their sense of responsibility and innovate leadership and management methods to win enterprises’ trust.

In particular, agencies have not paid attention to listening to enterprises’ opinions in order to take timely solutions to difficulties facing them. Some units have not yet developed specific plans and roadmaps, and clarified the reasons for the low scores to have solutions. Several cadres, civil servants and public employees showed poor performance in serving people and businesses.

Providing timely support for businesses

According to Dau Anh Tuan, Deputy Secretary General and head of the Legal Department under the Vietnam Chamber of Commerce and Industry, the assessment of the DDCI is an empowerment to businesses and investors so that they can raise their voices and supervise economic management activities right from the grassroots level.

Departments, agencies and localities constantly reform and improve the quality of public administration instead of making renovations only when an incident occurs. In particular, through this assessment, state agencies at all levels are willing to listen to comments from businesses and investors to "check" and "fix" problems that investors are not satisfied with.

In 2022, departments, agencies and localities in the province have organized direct dialogues with businesses and investors to grasp problems and put forth solutions. To solve the arising problems related to the settlement of administrative procedures in the field of natural resources and environment, last September, the Department of Natural Resources and Environment held a dialogue with enterprises on this content.

Similarly, the Department of Health has organized a number of separate dialogues on administrative procedures in the field instead of a general meeting as before. The outcomes of the dialogues served as a basis for the department to adjust its administrative reform plan.

The provincial Police held dialogues with hundreds of businesses, opened the column "Business support information” on its website, and established a Zalo group to assist businesses in handling administrative procedures.

Other units such as the Department of Planning and Investment, the Department of Industry and Trade, the Department of Taxation, the Department of Construction, and the Management Board of provincial Industrial Parks also organized dialogues with thousands of businesses to solve problems in the fields of investment, construction permit grant, tax payment, and power supply for production and business activities...

For the accurate assessment of the DDCI, this year the provincial People's Committee assigned the provincial Business Association to conduct a virtual survey of 3,000 local enterprises and business households. It is expected that the provincial People's Committee will approve the ranking results of the units at the end of the year.
